THE National Police Commission (NAPOLCOM) marked its 60th Founding Anniversary on Tuesday, September 8, 2026, renewing its institutional pledge to reinforce civilian oversight over the Philippine National Police (PNP) and promote public safety across the nation.
Held at the DILG-NAPOLCOM Center under the theme “Strengthening Civilian Oversight for Professional Policing and Safer Communities,” the diamond jubilee brought together government officials, police leaders, and international partners.
National Intelligence Coordinating Agency (NICA) Director General Ricardo F. De Leon served as the Guest of Honor and Speaker.
In his opening address, Commissioner Ralph Calinisan highlighted ongoing efforts to fortify the agency’s statutory mandate of administrative control and operational supervision over the PNP.
He called for unified momentum in elevating police discipline while simultaneously safeguarding the morale, welfare, and rights of law enforcers and everyday citizens.
A key highlight of the event was the official oathtaking of the newly established NAPOLCOM Council of Elders, alongside the conferment of the Diamond Legacy Award.
Designed to preserve institutional memory and guide current policymaking, the council convenes former NAPOLCOM leaders.
Attendees included former DILG Secretaries and Ex-Officio Chairpersons Rafael M. Alunan III, Jose D. Lina, Jr., Mel Senen S. Sarmiento, and Eduardo M. Año, as well as several former Vice Chairpersons and Commissioners.
The Commission also presented the PNP Gallantry Awards to exceptional officers.
PMSg Francis Rivera Damian was recognized for rescuing a minor from an armed hostage-taker in Bulacan; PSSg Jonathan T. Manggano and PCpl Elton John A. Mamac were honored for capturing a high-ranking wanted person in Region XI; and PSSg Roda Dela Cruz Lagamayo received accolades for rendering off-duty emergency medical assistance to an injured civilian in Sorsogon.
Additionally, Community Service Awards were bestowed upon international and local partners, including the UNODC, UNESCO, Asia Crime Prevention Foundation, and the Movement for the Restoration of Peace and Order, honoring their contributions to crime prevention, criminal justice data governance, and journalist safety.
Dedicated NAPOLCOM staff and retirees were also celebrated through service loyalty and performance awards as the agency entered its seventh decade.
