SIXTY persons deprived of liberty (PDL) at the Leyte Regional Prison (LRP) took a significant step toward personal transformation as they attended the general orientation for their tertiary education program on September 1, 2026.
Held at the College Makeshift Classroom within the Maximum Security Camp, the orientation formally launched the academic journey of the pioneering batch of inmate-students under Project PAGLAUM, a joint initiative between LRP and Abuyog Community College (ACC).
ACC President Dr. Clemelle L. Montallana delivered the opening remarks, highlighting the program’s goal of providing higher education and meaningful opportunities to individuals despite their current incarceration.
LRP Superintendent C/SSUPT Ruben R. Formoso congratulated the 60 students, urging them to stay dedicated, resilient, and accountable as they pursue their college degrees.
The orientation introduced the new learners to institutional policies and academic expectations. Prof. Shiela V. Posas, ACC Vice-President for Administration and Finance, presented the college’s history, core values, and mission, while Bachelor of Science in Entrepreneurship Program Head Prof. Allen Glen C. Matanda detailed academic obligations.
Registrar Mrs. Marlisa B. Riños outlined available student support services.
Beyond academics, the program addresses holistic growth. Instructor Niño Vic M. Beloy briefed students on planned physical education and sports activities, while ACC Executive Vice-President Dr. Asuncion M. Villote discussed the stakeholder support vital to maintaining the project’s long-term sustainability.
To ensure safety during academic sessions, Acting Deputy Superintendent for Reformation CO2 Noli Ann C. Billo and Deputy Superintendent for Security and Operations C/SINSP Regino A. Devaras confirmed that LRP will provide sustained security and logistical support inside the facility.
Dr. Edita D. Vale, ACC Vice-President for Academic Affairs, closed the event by reminding the cohort that learning knows no boundaries.
Supported by Bureau of Corrections (BuCor) Director General Gregorio Pio P. Catapang Jr., the program reflects ongoing national efforts to prioritize education and skill development as central pillars of inmate rehabilitation.
