THE National Capital Region Police Office (NCRPO) has deployed 15,746 police personnel across Metro Manila to maintain public order and safeguard constitutional rights during demonstrations marking the 54th anniversary of the declaration of Martial Law today, September 21, 2026.
NCRPO Officer-in-Charge Police Brigadier General Christopher Abrahano stated that the extensive deployment was carefully planned to manage traffic, secure key routes, and ensure swift response capabilities for any eventualities.
Despite the large presence, police authorities confirmed that no specific security threat has been monitored to indicate plans to disrupt today’s activities.
However, Abrahano noted that intelligence units remain actively engaged in monitoring developments to ensure public safety.
“Ultimately, the success of this deployment should not be measured by the number of police officers visible on the streets, but by whether people are able to exercise their rights safely, whether public safety is maintained, and whether our constitutional freedoms are respected throughout the process,” Abrahano said.
The NCRPO chief emphasized that deployed officers have been instructed to observe maximum tolerance, strict professionalism, and respect for human rights.
He urged protest leaders and participants to help manage their ranks and prevent actions that could endanger fellow demonstrators, motorists, or police personnel.
“Our message is straightforward: Express your views, exercise your rights, but help us keep the streets peaceful and safe for everyone,” Abrahano added. “We are here to secure the right to speak, not to silence those who speak.”
