POLICE Brigadier General Dominic L. Baccay, Acting Regional Director of Police Regional Office 4A (PRO 4A), celebrated his 53rd birthday by leading a community outreach program and honoring dedicated civilian personnel across the region.
Under the banner “Tulong at Pag-Asa: Paggunita ng Kaarawan sa Pamamagitan ng Serbisyong Bayanihan,” PBGen Baccay and his wife, Mrs. Maybelline L. Baccay, Adviser of the PRO 4A Officers’ Ladies Club Foundation, Inc. (OLCFI), personally distributed relief assistance to 42 families in Biñan City, Laguna.
As part of the milestone event, PBGen Baccay also awarded grocery packages and cash gifts to 10 non-uniformed personnel (NUP) in recognition of their outstanding service and contributions to their respective offices.
Addressing the regional police force during the festivities, Baccay reflected on his career and shared a message centered on perseverance and purpose-driven leadership.
“I always choose to remain positive in everything that happens in my life,” Baccay said.
“Being entrusted with the leadership of PRO 4A is both a responsibility and an opportunity to serve more people, make a difference, and inspire others to lead with purpose and humility.”
The event featured special presentations from PRO 4A personnel and concluded with a traditional boodle fight to foster fellowship among the ranks.
According to the Regional Public Information Office, the celebration aligned with Baccay’s B.E.S.T. (Be Visible, Engage Immediately, Serve Together, and Transform Trust) Policing Framework, as well as the Chief PNP’s agenda on boosting personnel morale and welfare.
