THE Philippine Coast Guard (PCG) welcomed back-to-back high-level diplomatic visits at its National Headquarters in Port Area, Manila, engaging with key international partners from Spain and the United States to advance modernization, technical training, and regional security cooperation.
On September 2, the PCG met with Mr. John MacDonald, Economic and Commercial Counsellor of the Embassy of Spain, alongside representatives from Airbus Defence and Space.
The discussions centered on potential capability acquisitions and technological partnerships to support the PCG’s ongoing modernization program.
Both sides explored capacity-building initiatives, including technical training and personnel exchanges, to sharpen the operational readiness of coast guard officers.
A central highlight of the Spanish delegation’s visit was the proposed establishment of a Memorandum of Cooperation (MOC) with Spain’s maritime counterparts.
Building on the existing bilateral framework between the Philippines and Spain, the MOC aims to institutionalize long-term knowledge-sharing and best-practice exchanges to foster a more resilient maritime domain.
Two days later, on September 4, PCG Commandant Admiral Ronnie Gil L. Gavan received newly designated U.S. Ambassador to the Philippines Lee Lipton.
Admiral Gavan expressed appreciation for the sustained support provided by the U.S. Coast Guard (USCG) in reinforcing local law enforcement and operational capabilities.
Ambassador Lipton reaffirmed Washington’s continued commitment to bilateral maritime cooperation in support of shared stability across the Indo-Pacific region.
During the bilateral meeting, Admiral Gavan highlighted the PCG’s role as the current chair of the ASEAN Coast Guard Forum, emphasizing regional information-sharing and joint training initiatives that reinforce a rules-based maritime order.
Furthermore, both officials discussed emerging security collaborations in artificial intelligence and cybersecurity capacity-building, leveraging the PCG’s newly established Cyber Command.
According to PCG leadership, these diplomatic engagements align with national maritime initiatives—including the “Bagong Pilipinas” mission and the PCG’s Organized National Engagement (ONE) at Sea strategic concept—aimed at safeguarding Philippine waters through robust international partnerships.
