THE Police Regional Office 7 (PRO7) honored outstanding personnel for their role in apprehending top regional fugitives during a Monday Flag Raising and Awarding Ceremony on September 14, 2026, at Camp Sergio Osmeña, Sr. in Cebu City.
Presided over by PRO7 Regional Director PBGen. Arnold E. Abad, the ceremony highlighted the successful service of arrest warrants against high-priority suspects in Central Visayas.
The Medalya ng Kagalingan (Medal of Merit) was conferred upon PCpt. Michael John J. Bañes and PSSg. Froilan B. Velasquez of the Cebu Police Provincial Office, alongside PLt. Roldan Glenn N. Loman and PSSg. Madelone C. Asoy of the Bohol Police Provincial Office.
The awarded officers were recognized for tracking down and arresting the region’s Top 2 and Top 7 Most Wanted Persons.
The arrested individuals were wanted for severe offenses, including seven counts of statutory rape and illegal drug charges under Sections 5 and 11, Article II of Republic Act No. 9165.
Following the awards, PLtCol. Rex D. Ganaden, Officer-in-Charge of the Regional Communications and Electronics Unit, addressed the assembly to emphasize the critical role of communication in modern law enforcement.
“Effective communication is not merely a support function but a lifeline in police operations,” Ganaden said, noting that advanced radio, phone, and computer systems depend entirely on the discipline and clarity of the personnel operating them.
Ganaden urged officers to adhere to operational communication protocols—stressing the need to listen before responding, confirm before acting, and report before assuming.
He highlighted that accurate, real-time information flow directly impacts command decision-making, mission success, and field officer safety.
Furthermore, Ganaden stressed that clear and respectful communication must extend to the public during daily interactions to build community trust and reinforce professionalism.
The event concluded with PRO7 reaffirming its commitment to operational excellence, tactical teamwork, and strengthened public engagement across the region.
