The National Police Commission (NAPOLCOM) and National University (NU) signed a Memorandum of Understanding (MOU) on Wednesday, September 9, 2026, launching a scholarship program for dependents of Philippine National Police (PNP) personnel and NAPOLCOM employees.
The ceremonial signing, held at the NAPOLCOM Central Office, was led by NAPOLCOM Commissioner Ralph Calinisan and NU President and CEO Dr. Renato Carlos H. Ermita Jr.
The agreement establishes direct-to-school payment arrangements, granting academic financial support to qualified dependents of police officers killed or permanently incapacitated in the line of duty.
The collaboration expands educational assistance beyond fallen officers.
Qualified dependents of NAPOLCOM employees are now eligible for a 20 percent scholarship discount at National University.
Commissioner Calinisan also proposed providing full scholarships for one PNP dependent and one NAPOLCOM employee dependent, while exploring internship opportunities within the PNP and NAPOLCOM for student beneficiaries.
Reflecting on his personal background as a full-scholarship recipient from kindergarten onward, Calinisan emphasized the importance of broadening educational access to include active police personnel and civilian commission staff.
“Mayroon man lang isang iskolar natin ang bumalik at magbayad ng utang na loob sa bayan, return on investment na ako doon,” Calinisan stated, noting that the initiative’s success will be measured by scholars who eventually serve the Filipino people.
The ceremony was attended by key officials, including NAPOLCOM Commissioners Josephus G. Angan and Beatrice Aurora A. Vega-Cancio, NCR Acting Regional Director Atty. Romeo E. David, and NU Senior Vice President for Corporate and International Relations Rolando T. Averilla.
