THE 54th anniversary of the declaration of Martial Law on September 21, 2026, concluded safely and peacefully across the capital, supported by joint oversight from the Manila Police District (MPD) and the Manila City Government.
Protesters gathered along C.M. Recto Avenue near San Sebastian Street in Sampaloc at around 10:15 AM to commemorate the historical event.
During the demonstration, MPD personnel accosted an unidentified male demonstrator for spraying paint on a center island plant box along C.M. Recto Avenue, seizing the spray paint can as physical evidence.
Exercising maximum tolerance and calibrated preemptive response, police officers held an immediate dialogue with protest organizers to de-escalate tensions.
Authorities subsequently released the individual with an Ordinance Violation Receipt (OVR) for violating Manila City Ordinance No. 7971 (Vandalism).
MPD officials clarified that legal complaints will follow if the individual fails to settle the prescribed fine.
MPD Spokesperson Police Major Philipp Ines reminded demonstration organizers that while law enforcement respects constitutional rights, unlawful acts will be addressed.
Acting District Director PBGen. Atty. Arnold C. Santiago reiterated that while the command fully protects freedom of expression and peaceful assembly, it remains firm against public property destruction.
Following the incident, Manila Mayor Isko Moreno announced that the Department of Engineering and Public Works (DEPW), led by City Engineer Armando Andres, immediately restored and repainted the damaged center island.
“That’s how fast Manila can act,” Mayor Moreno stated, expressing gratitude to the MPD, disaster risk management teams, medical personnel, and city workers for maintaining order and cleanliness throughout the day. “You did your job well because you know Manila residents are counting on you.”
PBGen. Santiago extended his appreciation to police personnel, partner agencies, and the public for their cooperation in ensuring a peaceful, orderly, and safe commemoration.
