THE Eastern Police District (EPD) has stepped up security preparations across Metro East to guarantee a safe, peaceful, and orderly observance of the 54th Martial Law Commemoration on September 21, 2026.
Under the direction of EPD Director Police Brigadier General Roman C. Arugay, police forces are preparing comprehensive security coverages to manage anticipated public gatherings and protest actions.
Strategic units will focus heavily on high-visibility zones, particularly near the EDSA Shrine and along Connecticut Street in San Juan City.
Specialized Civil Disturbance Management (CDM) teams will be stationed at key rally points to maintain public order and safeguard both rally participants and commuters.
To reinforce perimeter security, the EPD K9 Unit will conduct visual and explosive hazard screenings to prevent lawless elements from disrupting peaceful assemblies.
“The Eastern Police District remains steadfast in its commitment to ensuring the peaceful, orderly, and secure conduct of the 54th Martial Law Commemoration,” PBGen. Arugay declared.
“All deployed personnel are directed to perform their duties with professionalism, vigilance, maximum tolerance, and full respect for human rights, while remaining prepared to respond appropriately to any situation that may arise,” added Arugay.
The district’s operational strategy involves intensified mobile and foot patrols, targeted counter-intelligence operations, and strategic checkpoints across critical thoroughfares.
Officers will undergo pre-deployment briefings detailing contingency protocols and legal boundaries regarding public assemblies.
Additionally, Police Assistance Desks (PADs) will be set up in crowded areas to offer immediate assistance, while community force multipliers will support local traffic management.
Law enforcement units are also applying target-hardening protocols to secure vital installations throughout the district.
EPD officials emphasized that strict personnel accountability and continuous coordination with partner government agencies will remain key to preventing potential threat groups or criminal elements from exploiting the annual commemoration.
