OPERATIVES of the Criminal Investigation and Detection Group (CIDG) arrested a female fugitive listed as the Number 10 Regional Most Wanted Person in Cagayan Valley during a targeted manhunt operation in Barangay Bagong Nayon 1 on Tuesday, September 2, 2026.
The operation was conducted by the CIDG Cagayan Provincial Field Unit alongside intelligence and territorial units from Regions 2 and 4A.
Authorities served arrest warrants for Large-Scale Illegal Recruitment and Estafa, issued on June 24, 2026, by a regional trial court in Aparri, Cagayan.
The court set no recommended bail for the illegal recruitment charge and fixed bail at ₱18,000 for the estafa offense.
According to a report submitted to CIDG Director PMGen Robert A.A. Morico II, the suspect and three co-conspirators allegedly conducted fraudulent recruitment activities between June and November 2025 across the municipalities of Sta. Ana and Gonzaga in Cagayan.
Investigators revealed that the group used social media posts, messaging applications, and online group chats to advertise non-existent factory jobs in Poland and other European nations, promising monthly salaries of ₱120,000.
Through misrepresentation, the syndicate collected a total of ₱220,000 in placement, processing, and reservation fees from five complainants.
Verification showed the recruiters lacked authorization or licensing from the Department of Migrant Workers (DMW) or the Philippine Overseas Employment Administration (POEA).
Under Republic Act No. 8042, as amended by Republic Act No. 10022, illegal recruitment committed on a large scale—involving three or more victims—is classified as economic sabotage and carries severe statutory penalties.
CIDG leadership commended Regional Chief PCol Rodrigo B. Soriano and the Cagayan Field Unit led by PMaj Ariel M. Gabuya, who traveled from Cagayan province to execute the warrant in Rizal.
The CIDG reiterated its mandate to enforce labor protection laws and track down fugitives operating across the country.
