A landmark rehabilitation program in Cebu has successfully transitioned its first released participant from jail to steady employment, demonstrating the tangible impact of public-private partnerships in community reintegration.
The Bureau of Jail Management and Penology (BJMP) Regional Office 7, through the Cebu City Jail–Female Dormitory and in partnership with Radisson Blu Cebu, recently completed a cycle of its “Skills Behind Walls” initiative.
The program equipped 23 Persons Deprived of Liberty (PDL) with practical vocational skills aimed at improving their post-release employment prospects.
Marking a major milestone for the initiative, the first former PDL to complete her sentence after joining the program was hired by Radisson Blu Cebu as a Public Area Attendant.
Leadership from both organizations praised the collaboration.
BJMP Regional Director JCSUPT Luisito C. Muñoz and Cebu City Jail–Female Dormitory Warden JSUPT Jonnabelle R. Templado highlighted the role of continuous skill-building in restoring dignity and self-reliance among PDLs.
Meanwhile, Radisson Blu Cebu General Manager Mariska Martha “Ann” N. Olalo reaffirmed the hotel’s commitment to offering genuine second chances through meaningful employment.
According to BJMP officials, the successful placement underscores that effective correctional work extends beyond detention, bridging skill-building in facilities with actual career opportunities in the workforce.
