BUREAU of Fire Protection (BFP) leadership expanded national safety initiatives this week through high-level field engagements in Metro Manila alongside collaborative interagency program planning for youth empowerment.
During an organizational assembly at SM North EDSA in Quezon City, BFP Officer-in-Charge FCSUPT Wilberto Rico Neil A Kwan Tiu interfaced with Department of the Interior and Local Government (DILG) Undersecretary for Public Safety Jed Patrick E. Mabilog before an audience of National Capital Region Fire Safety Inspectors (FSIs).
Strategic discussions centered on tightening operational coordination, heightening professional accountability, and ensuring rigorous enforcement of the Fire Code across Metro Manila municipalities.
FCSUPT Kwan Tiu stressed that inspection duties must consistently maintain transparency, fairness, and uncompromising integrity.
Officers were reminded that enforcing safety protocols directly protects human lives and commercial property rather than functioning as mere administrative routine.
Concurrently, senior BFP officials joined representatives from key government bodies—including the Department of Education (DepEd), Commission on Higher Education (CHED), Philippine National Police (PNP), Bureau of Jail Management and Penology (BJMP), Emergency 911, and National Police Commission (NAPOLCOM)—to advance the proposed KAPWA-CARITAS Public Safety Youth Ambassadors Program.
Key figures attending the policy meeting included DILG Undersecretary Mabilog, DepEd Undersecretary Dr. Malcolm S. Garma, and BFP Chief Directorial Staff FCSUPT Andrew A. Mendova.
Designed around the “SCALE Framework” (See, Care, Act, Lead, Embed), this prospective youth initiative aims to train student leaders as active advocates for community resilience, hazard identification, and disaster response.
Under the framework, young ambassadors learn to recognize danger, activate emergency channels, and coordinate swift handovers to school administrators and professional responders without placing themselves in direct danger.
Through dual efforts—upgrading professional inspection standards while building safety consciousness among student leaders—the BFP continues reinforcing its foundational mandate to safeguard citizens and foster resilient communities nationwide.
