THE Northern Police District (NPD), under the leadership of District Director PBGen. Benliner L Capili, continues to bolster the moral foundation, professional integrity, and operational capability of its personnel through recent values formation and legal training initiatives.

In Caloocan City, the NPD recently conducted its One-Day Values Enhancement Seminar (Class 22-2026) at the Lordship Salvation Evangelical Church Incorporated.

Bringing together police personnel from CAMANAVA City Police Stations, the program focused on ethical conduct, discipline, and character development.

Notable attendees included PMAJ Joseph C. Inomis, PCPT Roger Perez, and Pastor Lee D. Oliver, who shared valuable insights emphasizing that strong moral values are vital for building trustworthy police officers dedicated to public service.

Complementing this moral focus, the NPD also forged a tripartite partnership with the Malabon City Government and the Rotary Club of Malabon to advance human resource capacity-building.

Led by Acting Deputy District Director for Administration PCOL Relly B. Arnedo and Malabon Police Chief PCOL Kenneth H. Mission—alongside Malabon City Mayor Hon. Jeannie Sandoval and Rotary Club President Federico S. Sandoval II—the district hosted a specialized legal knowledge workshop at the Rotary Club Center in Potrero.
