IN a major strategic shift to dismantle organized crime, the National Capital Region Police Office (NCRPO) officially rolled out its pioneering “Borderless Policing System” (BPS) at the Southern Police District (SPD) on Monday, October 19, 2026.

Spearheaded by NCRPO Officer-in-Charge Police Brigadier General Christopher N. Abrahano, the initiative breaks down traditional territorial silos, unifying Metro Manila’s distinct police districts into a single, cohesive, and agile tactical force.

The framework is designed to counter criminal syndicates that routinely exploit jurisdictional boundaries to evade arrest.

The BPS relies on synchronized communication networks, seamless intelligence-sharing, and rapid inter-unit tactical support to streamline law enforcement operations.

At its operational core is the Security Containment Ring System (SCRS), which deploys four multi-layered defensive rings to instantly seal off escape routes, intercept suspects, and choke off criminal mobility across city lines.

“Criminals do not respect jurisdictional boundaries, and neither should those boundaries become obstacles to effective police action,” PBGen. Abrahano said.

“We are building a police force that operates as one—united in intelligence, coordinated in response, and decisive in protecting our communities,” Abrahano emphasized.

“Sa laban kontra krimen, walang puwang ang kanya-kanyang pagkilos (In the fight against crime, there is no room for individual or fragmented actions). Ang ating layunin ay mas mabilis na pagtugon, mas matibay na koordinasyon, at mas ligtas na Metro Manila,” he added.

Operating under the NCRPO’s Enhanced Managing Police Operations (EMPO) framework, the BPS fuses intelligence-led strategies with unhindered tactical execution.

The approach ensures that all badges, resources, and units across the metropolis function as a unified team to safeguard communities with absolute resolve.
