LAW enforcement agencies achieved a major breakthrough in inter-regional coordination with the arrest of Eastern Visayas’ eighth most wanted person on the evening of October 12, 2026.
The 44-year-old suspect, who also ranks as Northern Samar’s third provincial most wanted person, was captured near a subway construction site along Tatalon Street in Barangay Ugong, Valenzuela City.
He faces non-bailable charges for rape in relation to Republic Act No. 7610, the Special Protection of Children Against Abuse, Exploitation, and Discrimination Act.
The successful operation was carried out by a multi-unit team consisting of the National Capital Region Police Office (NCRPO) Anti-Carnapping Section–Regional Intelligence Division, the Biri Municipal Police Station, and the Police Regional Office 8 (PRO 8) Regional Intelligence Division–Regional Special Operations Unit.
The arrest was executed under a warrant issued on November 4, 2024, by the Regional Trial Court Branch 20 in Catarman, Northern Samar, with no bail recommended.
The breakthrough followed weeks of meticulous intelligence work.
After receiving a crucial tip on October 2, operatives conducted intensive surveillance on October 6 and 9.
Investigators discovered that the fugitive had been hiding out as a temporary tile setter at a local construction site.
Police records reveal that the charges stem from an incident on June 28, 2024, at the family home in Biri, Northern Samar.
The victim reported waking up to find her father assaulting her. When she tried to seek help, the suspect allegedly confiscated her phone and threatened her siblings to ensure her silence.
The following day, the victim fled to her aunt’s home. Her ordeal came to light on July 5, 2024, during a barangay health program when she confided in a local midwife, prompting immediate intervention by the Municipal Social Welfare and Development Office and a medical examination.
Brigadier General Christopher N Abrahano, Officer-in-Charge of the NCRPO, commended the participating units for their seamless synchronization.
“Ang pagtatago o paglipat ng lugar ay hindi magpapawalang-bisa sa utos ng hukuman,” PBGEN Abrahano stated, urging other fugitives to surrender.
The accused is currently detained at the ACS-RID holding facility in Camp Bagong Diwa, Taguig City, pending legal turnover to the originating court.
