THE National Capital Region Police Office (NCRPO) is convening the 1st Metro Manila School Safety and Security Summit 2026 on October 8 and 9 at the Crossroads Center in Diliman, Quezon City.
Headed by NCRPO Officer-in-Charge Police Brigadier General Christopher Abrahano, the two-day event gathers school administrators, law enforcement, and key national agencies to bolster campus protection against active threats and emergencies.
The summit, themed “Safe Schools, Secure Communities: Preparing, Preventing and Responding to Active Threats in Metro Manila Schools,” features representatives from both public and private institutions alongside officials from the DILG, DepEd, DOH, CHED, OCD, MMDA, and other vital government bodies.
PBGen. Abrahano emphasized that the initiative addresses recent security vulnerabilities and school-shooting incidents, underscoring that campus safety requires a unified, multi-sectoral approach.
“The safety of our students and school personnel is a shared responsibility,” PBGen. Abrahano stated.
“This summit is an opportunity for the police, schools, government agencies, and communities to sit together, identify vulnerabilities, strengthen our systems, and agree on concrete measures that can save lives during an emergency,” Abrahano emphasized.
The conference focuses on standardizing police-school communication, analyzing violent online content, improving emergency planning, and promoting the ALICE (Alert, Lockdown, Inform, Counter, Evacuate) response protocol.
Rather than just increasing security presence, the summit aims to establish a comprehensive Metro Manila School Safety Framework.
Expected outputs include a Joint Circular for active attack responses, a standardized security vulnerability checklist, a threat-reporting framework, and the designation of dedicated NCRPO-school focal persons.
Aligned with directives from DILG Secretary Jonvic Remulla and PNP Chief Police General Jose Melencio Nartatez Jr., the initiative seeks to translate discussions into regular drills, joint exercises, and rigorous vulnerability assessments.
“Our children deserve schools where they can learn without fear,” PBGen. Abrahano concluded.
“We will continue working with our partners to make every Metro Manila campus safer, more prepared, and more resilient against any threat,” concluded Abrahano.
