POLICE Brigadier General Roman C. Arugay has officially assumed command as the new District Director of the Eastern Police District (EPD), launching a strategic framework centered on operational innovation, strict personnel discipline, and heightened public safety.
The leadership transition began with an official Turnover of Office Ceremony on September 1, 2026, at Camp BGen Rafael T. Crame in Quezon City, presided over by Philippine National Police (PNP) Chief PGen Jose Melencio C. Nartatez, Jr.
Following his formal assumption, PBGen Arugay was accorded traditional Foyer Honors at the EPD Headquarters in Pasig City, gathered alongside key officers, command staff, and unit commanders from the Pasig, Mandaluyong, Marikina, and San Juan City Police Stations (PaMaMariSan).
Addressing unit leaders during his inaugural command conference, PBGen Arugay outlined his core leadership vision: “Sustaining Excellence, Embracing Innovation, Strengthening Service.”
He directed local chiefs of police to audit existing tactical strategies, retain proven operational practices, and integrate modern, sustainable methodologies to bridge local security gaps.
Aligning district priorities with the national PNP Focused Agenda and the National Capital Region Police Office (NCRPO) direction under OIC PBGen Christopher N. Abrahano, Arugay stressed the strategic doctrine of “Prepare, Prevent, and Respond.”
He urged personnel to enhance proactive intelligence, anticipate regional security threats, and accelerate emergency response times across eastern Metro Manila.
Beyond tactical execution, the incoming director placed strong emphasis on internal reform, professional ethics, and personnel welfare.
While committing to support the needs and morale of both uniformed and non-uniformed staff, PBGen Arugay issued a firm warning against misconduct and illegal activities, stressing that integrity remains non-negotiable in preserving public trust.
“Let us continue what works, evaluate what needs improvement, and embrace innovations that will make our service more responsive and effective,” PBGen Arugay stated, calling on the entire force to maintain unity, accountability, and uncompromising discipline in their daily duties.
Immediately after assuming office, PBGen. Arugay led his first command conference, setting a clear operational direction centered on strengthening organizational discipline and intensifying law enforcement efforts.
Joined by Deputy District Director for Administration OIC PCol. Monico M. Cadayona and Chief of District Directorial Staff OIC PCol. Francis Allan M. Reglos, Arugay convened the district staff and police chiefs.
The meeting served as a forum for local commanders to present recent administrative and operational milestones alongside upcoming programs.
During the address, Arugay directed all unit heads to step up law enforcement operations to preserve the EPD’s status as one of the safest police districts within the National Capital Region Police Office (NCRPO).
He stressed strict compliance with guidelines from NCRPO and Philippine National Police (PNP) leadership, underscoring that discipline, professionalism, and excellence must be maintained across all ranks.
Arugay also issued a stern warning against officer misconduct, cautioning personnel to avoid any illegal activities that could undermine the integrity of the police force.
Maintaining public trust through ethical conduct and accountability, he noted, remains essential to the district’s ongoing service.
Arugay brings extensive regional and local experience to the position.
Having previously served as Pasig City’s chief of police, he possesses direct operational insight into one of the key cities now under his command.
His Metro Manila tenure also includes vital leadership roles at the National Capital Region Police Office (NCRPO), notably heading the Regional Investigation and Detective Management Division.
Beyond the capital region, Arugay accumulated years of field experience across Mindanao, holding key operational, intelligence, and investigative posts.
PBGen. Melecio Buslig Jr., the outgoing EPD district director, will be reassigned to the Civil Security Group at the PNP National Headquarters.
