On August 26, PDEA Cordillera–Abra Provincial Office joined local officials in La Paz, Abra for the Advancing Barangay Empowerment and Leadership (ABEL): Strengthening Institutional Capacity and Performance of Barangay Anti-Drug Abuse Council (SICAP-BADAC) training.
Hosted by the municipal government, the day-long session equipped barangay officials and BADAC members with updated knowledge on dangerous drug trends, preventive education strategies, and the legal frameworks guiding local drug enforcement.
Through interactive discussions, participants reviewed standard protocols for monitoring, reporting, and clearing drug-affected areas in their jurisdictions.

The following day, August 27, PDEA-accredited civil society organization GRACE Guardians Inc., under the joint supervision of PDEA CAR’s PECI Team and Legal Prosecution Unit (LPU), conducted a drug-awareness activity in Barangay Gabriela Silang, Baguio City.
The event gathered barangay officials, tanods, 4Ps beneficiaries, persons with disabilities, and representatives from women’s and youth groups.
Atty. May Flor Kibiten of the PDEA LPU briefed participants on the rehabilitation process under the Recovery and Prevention of Drug Abuse (RPAD) framework and the Drug-Free Workplace Program (DFWP), offering practical guidance for community-based anti-drug initiatives.

On September 1, PDEA CAR’s Baguio-Benguet Provincial Office held an anti-drug abuse educational seminar for BADAC members in Barangay Abiang, Atok, Benguet.
The orientation focused on the core roles and functions of BADACs and the implementation of the Barangay Drug Clearing Program (BDCP), including the specific 2026 requirements for official Verification of Drug-Free Status.
Presenters helped local leaders align their initiatives with national anti-drug standards, while an open forum allowed council members to clarify compliance guidelines.
PDEA described the activity as part of its ongoing efforts to strengthen community-level anti-drug councils and sustain drug-cleared status across local government units.
