THE National Capital Region Police Office (NCRPO) has issued a stern warning against the illegal hoarding and price manipulation of essential goods as Metro Manila braces for the severe impacts of a strong El Niño phenomenon.

NCRPO Officer-in-Charge Police Brigadier General Christopher N. Abrahano directed all five regional police districts and local station commanders to step up monitoring across public markets, supermarkets, and commercial centers.

Law enforcement will work closely alongside local government units (LGUs), the Department of Trade and Industry (DTI), and regulatory bodies to keep a close watch on critical supplies, particularly drinking water, storage containers, and buckets.

Police units have been instructed to swiftly investigate reports of artificial shortages or profiteering and hand over violations to the proper agencies.

While pricing and supply regulations remain under the jurisdiction of specific oversight departments, the NCRPO stands ready to maintain high visibility, preserve public order, and address any disputes or civil disturbances triggered by competition over scarce commodities.

“Hoarding essential goods during a water shortage can place additional pressure on household budgets, disrupt normal market supply, and make basic necessities less accessible to vulnerable communities. We urge everyone to act responsibly and avoid practices that exploit public anxiety for personal gain,” Abrahano stated.

Station commanders have also been told to forge tighter links with barangay officials and community leaders to counter misinformation, prevent panic buying, and safeguard public safety.

The regional office emphasized that while legitimate businesses and legal rights will be fully respected, unlawful exploitation will face swift, lawful police intervention.

Urging citizens to stay calm and rely on official government water conservation advisories, Abrahano called for community cooperation to navigate the impending crisis safely.

“Sa panahon ng hamon sa suplay ng tubig, mahalaga ang disiplina, malasakit, at pagtutulungan. Our priority is to preserve peace and order and help ensure that communities can access essential goods without fear, intimidation, or unlawful practices,” he added.
