NATIONAL Capital Region Police Office (NCRPO) Officer-in-Charge Police Brigadier General Christopher N. Abrahano has issued a stern directive for all police personnel to strictly observe Philippine National Police (PNP) Operational Procedures (POP) during every law enforcement operation, stressing that police authority must never be abused.

The reminder comes in the wake of an incident involving four police officers assigned in Taguig City who were relieved from their posts following allegations of a hulidap (extortion through illegal detention) incident in Barangay Lower Bicutan.

Their immediate supervisor was also relieved under the principle of command responsibility.

PBGEN Abrahano emphasized that police power is not a license to break the law, noting that every intervention must be lawful, necessary, and properly documented.

“Ang kapangyarihang ipinagkatiwala sa pulis ay hindi lisensiya para lumabag sa batas,” Abrahano said. “Hindi sapat na intensiyon nating magpatupad ng batas. Dapat tama rin ang paraan ng ating pagpapatupad nito.”

The NCRPO chief directed the Taguig City Chief of Police to conduct a thorough and impartial investigation into the matter, ensuring that appropriate criminal or administrative complaints are filed if wrongdoing is proven.

He underscored that supervisors must maintain strict oversight over subordinates.

“May responsibilidad din ang mga namumuno na tiyaking ang kanilang mga tauhan ay kumikilos nang naaayon sa batas,” he added, reinforcing the concept of command responsibility.

Reiterating the region’s aggressive internal cleansing campaign, Abrahano warned that erring personnel will face swift consequences regardless of rank.

“We will not tolerate wrongdoing in our ranks. Walang puwang sa NCRPO ang sinumang umaabuso sa kapangyarihan,” he stressed.

Unit commanders and district directors have been instructed to reinforce discipline and ensure personnel respect constitutional rights, safeguarding the public trust.
