NATIONAL Capital Region Police Office (NCRPO) Officer-in-Charge Police Brigadier General Christopher N. Abrahano has ordered all five police districts in Metro Manila to implement the Borderless Policing System.
The directive eliminates traditional territorial boundaries to ensure that the nearest available patrol unit responds immediately to active crimes or emergencies.
Under the new operational guidelines, mobile and motorcycle patrol teams must race to any reported incident without waiting for units assigned strictly to that specific zone.
This policy aligns with PNP Chief General Jose Melencio Nartatez Jr.’s mandate that administrative boundaries must never hinder law enforcement from aiding victims and pursuing suspects.
“Criminals do not recognize territorial boundaries, and neither should our commitment to protect the public,” PBGen. Abrahano said.
“Our personnel must act immediately when a crime occurs, coordinate seamlessly with neighboring units, and ensure that no opportunity to prevent a crime or apprehend a suspect is lost because of jurisdictional concerns,” Abrahano emphasized.
The system prioritizes immediate life-saving interventions, first aid, and crime scene containment.
During hot pursuit operations, responding officers are required to maintain constant radio communication with Tactical Operations Centers to broadcast real-time details, enabling neighboring precincts to set up effective intercept and blocking positions.
Clear protocols have also been instituted for the seamless turnover of evidence, weapons, and suspects to the territorial Investigator-on-Case once the situation is stabilized, alongside mandatory logging in all relevant police blotters.
PBGen. Abrahano emphasized that the strategy is designed to complement—not override—standard operating procedures.
District directors and station commanders have been tasked with ensuring thorough personnel compliance with rapid deployment and coordination protocols.
“Every second counts when lives are at risk and suspects are on the run,” PBGen. Abrahano stressed.
“Through Borderless Policing, we want our units to operate as one coordinated force—responding faster, sharing critical information, and ensuring that offenders cannot exploit jurisdictional boundaries to evade arrest,” concluded Abrahano.
