NATIONAL Capital Region Police Office (NCRPO) Officer-in-Charge Police Brigadier General Christopher N. Abrahano has ordered a comprehensive assessment of police response times across Metro Manila.

The directive mandates all police districts and stations to scrutinize how swiftly units answer distress calls and to identify operational bottlenecks that delay public assistance.

The exhaustive review covers the entire emergency response chain, spanning from call reception and dispatch to field unit deployment and physical arrival at the scene.

Station commanders are tasked with evaluating dispatch protocols, communication workflows between call handlers and field personnel, patrol positioning, and resource availability.

“We cannot simply say that the police are always ready. We have to measure how quickly we respond when people call for help and determine where improvements are needed,” PBGen. Abrahano stated.

Authorities will also analyze whether current patrols are strategically deployed to match areas and times of peak demand, ensuring that police visibility converts into prompt support.

Furthermore, the evaluation will differentiate between unavoidable delays—such as heavy traffic, distance, or adverse incident conditions—and systemic shortcomings that can be resolved through enhanced supervision, communication, or deployment strategies.

“This is not about assigning blame. It is about finding where valuable minutes are lost and correcting those deficiencies,” Abrahano emphasized, directing commanders to leverage the findings for immediate procedural reforms and strict operational accountability.

The directive aligns with the NCRPO’s broader push for a swift and tangible police service evaluated through concrete, measurable indicators rather than subjective assurances.

“For someone in distress, every minute matters. Our responsibility is to make sure that when help is requested, the police response is as fast, coordinated and effective as circumstances allow,” Abrahano concluded.

Ultimately, the NCRPO intends to utilize the review’s insights to optimize emergency protocols, reinforce street visibility, and guarantee that public safety operations deliver timely results when citizens need them most.
